Grayed out "OK" button

I am trying to run a categorized custom report but no matter what payee, category or account I pick the "ok" button is grayed out. I have also tried selecting all accounts in each of the 3 areas but still nothing, what am I missing here?

You need non-empty report header, accounts, payees and categories.
