Hello,

It is possible to run My Money off a flash memory card with one caveat:

My Money installs its license to the computer on which it runs, so you would need to have a copy of your license and to install it every time you are on a different computer.

There are no special administrative privileges needed to do this, but the host computer should not be in a complete lockdown mode.

There are few registry entries that the install process sets up, for example file association, but you can skip those safely, My Money will function perfectly fine without anything in the registry.
